ITS Framework CIC: Building Social Value

Supporting Communities. Delivering On-site.

ITS Framework Community Interest Company (CIC) helps contractors deliver genuine, measurable social value without slowing projects down or compromising standards.

Built to work alongside live construction projects, our framework connects public-sector social value requirements with site-ready people who are trained for real roles on real projects.

THE BENEFITS OF SOCIAL VALUE

Social value is no longer a nice-to-have.

Social value is no longer a nice-to-have. In addition to upskilling and placing entry-level and low-paid individuals, we will also provide employment support and real opportunities for ex-offenders and people with disabilities. This directly strengthens the framework compliance and public-sector tender success. It also helps the construction industry respond to shrinking labour pools, widening skills gaps, and too many people trapped in low-paid roles without clear progression.

The solution is clear:

Deliver meaningful social value.

Meet tender requirements.

Maintain labour quality.

Keep projects moving.

That’s exactly what ITS Framework CIC is designed to do.

What is ITS Framework CIC?

ITS Framework CIC is a Community Interest Company that’s backed and led by ITS Building People.

It operates as a not-for-profit subsidiary alongside our core recruitment business.

It works directly with contractors before work begins, during the pre-construction phase, to identify live roles within your projects. Those roles are then matched with pre-approved candidates who are trained, certified, and prepared for the site and scope of work required.

The result is a workforce that strengthens on-site delivery while creating real, provable community impact that stands up to scrutiny in public-sector bids.

A PROCESS BUILT FOR REAL PROJECTS

Early Engagement

Work begins with your pre-construction team, identifying suitable roles across upcoming works where trained entrants can add immediate value.

Targeted Upskilling

Candidates are trained over a typical two to three-month period, gaining the plant tickets and certifications that projects need. This includes Telehandler, Hoist, Slinger/Signaller, Traffic Marshal, and other in-demand competencies.

CIC Labour Supply

Candidates who qualify are supplied through the ITS Framework CIC. All other labour requirements continue to be fulfilled through our standard ITS branches, with no disruption to existing supply chains.

Long-Term Employment

When a project ends, individuals continue in skilled roles through ITS. That means retention, progression, and sustained outcomes, not short-term placements designed to tick a tender requirement and disappear.

Social Value Implemented Simply

ITS Framework CIC is built around how social value is assessed on public-sector projects, not how it’s marketed.

Delivery is evidenced through real training and employment outcomes, transparent spend, and audit-ready documentation, giving contractors confidence in bids and framework reporting.

Operational risk is removed.

Labour quality is protected.

Training costs and drop-out risk sit with ITS, with upskilling planned to avoid site disruption.

Any surplus is reinvested into the CIC to support long-term impact.

It’s already working on live projects, fitting around existing delivery without adding complexity or compromising standards.

We have a strong track record on social value.
